Replaces quality argument with options dict
...
The `options` argument for `ImageSpec` and `ProcessedImageField`
replaces `quality` and provides a more general solution, allowing the
user access to PIL's format-specific options (including "quality",
"progressive", and "optimize" for JPEGs).
