f3c15225fc Fixed #6023 -- Fixed daylight savings determination for years beyond 2038 on 
32-bit systems (modulo the fact that the system timezone libraries might not be
accurate that far out; at least we don't crash now). Thanks, SmileyChris.

953badbea5 Merged Unicode branch into trunk (r4952:5608). This should be fully 
backwards compatible for all practical purposes.

875e7cb815 Fixed #2099 -- Allow timezone tests to be ignored on Windows systems, due to

97b9ad73b4 Refs #2333 - Modified runtests script to use new testing framework. Migrated existing tests to use Django testing framework. All the 'othertests' have been migrated into 'regressiontests', and converted into doctests/unittests, as appropriate.
