Donald Stufft 25f2acfed0 Fixed #20138 -- Added BCryptSHA256PasswordHasher 
BCryptSHA256PasswordHasher pre-hashes the users password using
SHA256 to prevent the 72 byte truncation inherient in the BCrypt
algorithm.
