Mariusz Felisiak 6015bab80e Refs #34140 -- Added configurations to run blacken-docs linter and adjusted docs. 
This adds:
- GitHub actions,
- tox configuration,
- pre-commit hook, and
- makefile rules
to run blacken-docs linter.
