Russell Keith-Magee e07560a88e Modified the way EMAIL_BACKEND is specified to make it consistent with the new "use the class name" policy for backends. ... This is a BACKWARDS-INCOMPATIBLE CHANGE for anyone using a manually specified EMAIL_BACKEND setting. If you have manually specified EMAIL_BACKEND, you will need to append ".EmailBackend" to your existing EMAIL_BACKEND setting. runtests.py	Fixed #11615 -- Changed test runners to use an exit status code of 1 for any number of failed tests. The previous behavior of using an exit status code equal to the number of failed tests produced incorrect exit status codes when the number of test failures was 256 or greater.
