Remove linkcheck.checker.proxysupport
...
Set up the requests.Session() with the complete proxy configuration
to fix a problem with using an HTTP server as an HTTPS proxy and
potential redirection issues.
Requests handles no_proxy.

urllib.parse.quote() moved from RFC 2396 to RFC 3986 for quoting URL
strings. "~" is now included in the set of reserved characters.
