90d36f0fce Add default contributing.md file 
Jazzband projects need to include a
CONTRIBUTING.md file. This is the minimum
contribution file required. This should be
expanded in the future.

8b48e4bd40 fix #96 deprecated postgres backend strings 
The backend "django.db.backends.postgresql_psycopg2" has been deprecated
in Django 2.0 in favor of "django.db.backends.postgresql".
